FedSec Star Commanders are trained to operate in space or on-planet, outside of the main military channels. They typically carry out sensitive or top-secret missions and are capable of working entirely independently. They can frequently commandeer all kinds of resources in order to get their job done, and their "end justifies the means" approach means they are sometime at odds with official FedSec High Command.
